use a camera set to very long exposure (several minutes) in a very dark room then have someone with a small lightsource trace out a pattern light can be on a string and twirled it can also be fire, like a candle or a lit stick possibilities are endless

you can use adjustments/curves to adjust the blue color contrast then use adjustments/hue to change the color hope this helps
