I was thinking about writing a tutorial on this. Although I suppose mine is done differently.
I make a border on a new layer, select the border with the wand tool, copy the part of the original picture below then paste it onto the layer with the black border. I set this to overlay and it gives a nice effect with light colors.

My attempt. I moved the light rays so they're cut off at the bottom but thankfully the taskbar covers that up.

When I do this, the white is so overpowering you can barely tell it's colored.

This is my go.
Another one with stars to take up some of the dead space. It has a white border but it's hard to see on here.
