I was thinking about writing a tutorial on this. Although I suppose mine is done differently. I make a border on a new layer, select the border with the wand tool, copy the part of the original picture below then paste it onto the layer with the black border. I set this to overlay and it gives a nice effect with light colors.

My attempt. I moved the light rays so they're cut off at the bottom but thankfully the taskbar covers that up.

When I do this, the white is so overpowering you can barely tell it's colored.

This one turned out quite nice.

This is my go. Another one with stars to take up some of the dead space. It has a white border but it's hard to see on here.
