I don't understand exactly how to install a plugin. Can someone help me?

ok now i know this has got to be one of the most asked questions but i cant figure out how to get a smaller picture centered where i want it under the larger picture to make the picture i want come out right so if some one could direct me to a tutorial or another thread that answers this or if you just want to tell me. i would be happy
