    A bulge plugin with the ability to choose the magnitude of the bulge, the horizontal and vertical radius of the circular area affected, and an offset (how far the distorted area moves after being altered)

    Extract them to C:\Program Files\Paint.NET\Effects. Simple as that. Well, sorry for the bump.
