Im pretty sure thats not possible,
but if you really wanted to send a picture to someone, you could upload the picture to image shack or photobucket, and then get html code and put it in microsoft outlook,

Im pretty sure there isnt a polygon tool, but the lasso tool tool could be nearly as useful.

if u mean adding someone else to the picture, do u mean like the pic in my attachment, adding the stick figure?

follow these simple steps.
use a magic wand to get the outside of the person, delete it.
ctrl+n ( new layer) to get a new layer.then. get the picture you want to add, and add it to the new layer. then, move the layer down and ctrl+f to flatter. and presto

so as your primary colour do whatever you want
and then on you secondary, get it white and change the alpha to 0

uhh you can make gifs in paint.net and then use unfreez to animate slide by slide frames
so just google unfreez

other than that, the text is horrible, and jagex made it pretty bad, so the text and the whole box thingo.

ok then, well
make your background whatever colour you want
make a new layer and then get the square tool, and set to fill.
then after youve done that, double click the layer, and lower opacity to your liking,
