I don't think there's a tutorial or any other topic on how to do this but I'm wanting to know how, I just can't figure it out or if its even possible in paint.net But I'm wanting to take an image of an animal,such as a horse,and make it look silky, such as

I did have other examples, just can't find them at the moment.
I'm not really interested in changing colors or anything unless you know how to do that then i wouldn't mind being told. So, any help is appreciated. Thanks
