    They way I make glitter effects is copy the image 3-4 times then open paint.net, open the images 1 by one and add noise to them. Then save them and get an animation program to put them in gif format.

    I have been looking through many tutorials but can only find ones that make black and white images. I wouldnt be asking if i knew where to look.
