Nice concept- I especially like the idea of a bootable version of Paint.net! On the topic of looks, I also like the taskbar, and the way you blended the letters, though I would suggest a slightly different background, possibly one that draws the eye more towards the logo. I like it!

To rotate an image with more control you can right click your mouse and drag it while you are on the
(move tool). I believe this also works with the 
(move selection tool) even though I don't know what use it would be.You mean, drag the nubs.
Yes, thats what I meant, my brain just couldn't get the correct wording for it.
You don't have to be holding a nub to rotate the selectionWait... now I'm confused....
