I did some digging around and found a solution that worked for me. It turns out that the problem might be related to the version of Windows you have. For paint.net 5.0.1, it requires a minimum of Windows 10 version 1803 (April 2018 Update) or later. If your update is not suitable, then you need to install new encryption keys. Before trying anything else, make sure your Windows 10 is up-to-date. Go to Settings > Update & Security > Windows Update and check for updates.
