This has me even more confused. If file manager is showing a compressed file size of 366 KB, is Paint.net loading an uncompressed size of 24 MB?

Windows File Manager says a file is 366 KB. When I go to Resize, it says the image size is 24 MB. Doesn't the Resize option show the actual size or am I missing something?
