I solved the issue, I should've closed the topic. Apparently most of my programs don't like the new monitor till I restart my computer a couple times. Thanks for the help, though.

Recently, after I had installed a second monitor to my computer, dragging the tool windows close to where I normally have them causes them to erratically teleport around my screen and I can never get them to where I want. This is very aggravating, has anyone else had a similar problem and how can I fix this?
