The plugin I linked you to makes collages by using lots of small pictures.
Unless you have a specific order you want the images to be placed in, then the plugin is pretty easy and fun. Give it a try.

To use the Mosaic Manic Plugin, you will want to first have something on your canvas, as the plugin works by placing pictures according to colors.
If Mosaic Manic isn't what you are looking for, then you could try and do things manually. Here is a small tutorial, it only shows how to have two images, but the concept is about the same even with lots of images. Know how many pictures you have, what their size is, and try to do some math to know how big to make your canvas. http://forums.getpaint.net/index.php?/topic/20764-pictures-side-by-side-before-and-after-images/
That might be useful. Maybe there is a way to resize the layers by entering the values in some window instead of dragging the frame with mouse after all?

Are all the images the same size to start with? If they are, you can open as many as your PC can handle, all on the same canvas, but each on their own layer. Then go up to the Menu Bar > Image > Resize. After you resize save as a pdn.

Yes all my images have the same size, but I still don't get how am I suppose to place and resize the layers on the canvas so the make a single "wallpaper". Like a puzzle, smaller layers are placed one near another to make a larger picture.

I am trying to make something like a collage of several dozen pictures (about a hundred) and I'd like for all of the small pictures to have an exactly the same size, for them to look like they make up a single image. You know like those face collages made from a bunch of random pictures. What would really make my work easier is a tool to automatically resize each new picture to the same standard size, in the bottom of paint.net menu I can see the size of a picture I am resizing (bounding rectangle size), but I can't find an option for me to enter exactly the same proportions for all of my pictures.
As I said, I am working with probably a hundred or so pictures and dragging with the mouse, finding the proper size by eye, to fit the same size is a chore. Is there like a menu, or something, where I can enter the size in numbers for each consecutive layer (picture?) in numbers?

LoL. Thanks, as a matter of fact I already figured out how to do what i intend with Photoshop. No need for any additional plug ins there as well.
