Hello.
To help you with your topic, try thinking on these ideas...
When you need to name a thread, look at what you wrote in the thread. What is the main subject in your sentence? What is the main topic of your thoughts? Or what is it you are wanting from people when you post your question?
From what I can read you want to "use paint.net to mimic (not duplicate) a picture that was made in photoshop". That would be a long title, but if the title fits in the space where you type your topic, it is still better than "How to do this?". Here is another way of saying the same thing, "Mimic (not duplicate) photoshop picture using paint.net?". It is an incomplete sentence leaving out the words "how to", but if you use a question mark "?", it should still be fine for a forum title. If you don't mind a longer title, you can stil say "How to Mimic (not duplicate) photoshop picture using paint.net?".
Now, as for your request.
Could you please clarify what parts of the picture you want to do? Do you want to do all of it? Or just the layout of the boxes and box effects? Or do you want the text and water?
If you want all of the picture, that looks like an advanced picture to make, so it would have a good amount of steps if it were made into a tutorial, both as a paint.net tutorial and a photoshop tutorial. I wouldn't be able to give you a step by step personal paint.net tutorial for that picture, but I could suggest things you can try. It would be up to you though, to see if my suggestions can be applied and work.
Also, can I ask how familiar you are with paint.net? Such as do you know how to use layers? Do you know how to install and use plugins?
Thanks For the advice and all i really want to mimic is the water and background because ive talked to the guy and he has told me that he made the text in C4D which i could do and im pretty familliar with paint.net, i have many plugins and use a lot of them and i know how to utilize layers aswell

So for about a week now ive been trying to mimic this rebrand someone made, but obviously i dont have photoshop so i cant do exactly what they did but i wanna see if i can get pretty close can someone help me on how to do this??

So i have 3 images that i was gonna fade together, the size of the template is 1500 width so i resized them to keep the ratio and i put each image at 500 width so it would fill up the width of the template but for some reason theres 1 width that isnt filled... and i double checked and re inserted them and everything and its not working... someone help

I was working with a client yesterday and we were talking on skype and he gave me a suggestion, make it to the text in the center gets smaller as it gets to the center then gets bigger farther away from the center, i told him that i could probably do that but I ended up just doing it manually, does anyone know if theres a effect for it??
