Maybe updated video card drivers are in order. This certainly isn't a bug in Paint.NET.
Thanks for answer.
Card driver update (Catalyst 12.1 from 1/25/2012) is done. - E.g. PS7, PSE9, Corel Paint3, Inkscape, Artrage and other non-graphic progs DONĀ“T show this phenomenon. Its only Paint.net. See video (cursor.wmv, 4.2 MB)

When using the display in vertical (portrait) position, the cursor collapses in the edit area (not the menue area) to a black square (about 50x50px).
Paintnet v 3.5.10.4297.28964. - Graphiccard ATI Radeon x1350 in a notebook 2x1,6 GHz under Win 7 / 32.

Cursor collapses

I found the solution in internet:
Go to Control Panel
Find "Mouse Properties"
Go to "Pointer Options"
Put a check mark in the "Display Pointer trails"
Slide the bar over to "short"
Apply the changes and then restart paint.net
see: http://forum.tabletpcreview.com/microsoft-windows-7-forum/27626-scramble-cursor-portrait-mode-solution-2.html
Cursor is now normal (a small cross).
