How about the keyboard shortcuts ? Do they work ? (Ctrl+Shift+N / Ctrl+Shift+D)
You could always go into your Program Files / Paint.NET locate and run the PdnRepair Application and see if that works

What version of Paint.net? If it isn't 3.5.10, you MUST update it. If it is...I don't have a clue.
I just downloaded it a week ago.

It doesn't do anything... -.-So tell us exactly what's happening. Is the button disabled? Does it just not do anything when you click it? Does the program crash? -
Ctrl+Shift+N adds a new layer. Ctrl+Shift+D duplicates the layer
