The tilde is an illegal character in SharePoint filenames.
The following characters are unsupported / illegal in SharePoint document libraries:
& " : * ? <> # {} % ~ / \ Tab

I will have to check with the server admin. Those are not on the default block list, but its possible they chose to block anything with a tilde in it.

I do...Im the administrator...Version control, required checkout, and content management are all disabled for this library.

Previous versions, I had no problem saving images opened from a SharePoint site. With 3.5.7 I get an IO error every time. I can "save as" them to my local HD then re-upload to SharePoint, but that is a pain...
