[L limited radius bulge?]

I just downloaded and tried PowerStretch, but it's not quite what I was thinking of. That's more of a "push" tool than a "bulge" tool. Another example of what I want is what if I want to give somebody a really huge hand, but wanted to keep the rest of their body the same size. Putting it in a new layer and resizing it would make it look fake, but using the bulge tool would also distort their body (I'm thinking of somebody with their hand at their side, in case that's not obvious).

It's not really a specific task, more just that I'm trying things out, and I wanted to know if there was a more "controlled" version of the bulge tool. I think that Photoshop has something like what I'm talking about, called (I may be wrong about the name) the bloat tool.

Yeah, but what if the ball is a part of the person's body? (wow, that sounded inappropriate) What do I do then?

I know, but what I meant was something where I can control the position, size, and amount of the bulge. That is just the position and amount, so I can't (for example) make a baseball bigger without also distorting the bat that's hitting it.

I'm new to paint.net (and image editing in general) so this may be a stupid question, but is there any way to control the area of a bulge (or at least achieve the same effect)? i.e. alter the size of a part of the image without changing any other parts or getting an abrupt "cutoff"
