Looking at your screenshots, it may be that your OS
file associations are screwed up.
What OS version are you using? (XP, Vista etc.)
I think Windows Vista

Okay, but how do you dowload them? (Sorry if I'm annoying, I just still don't get it.)
edit~ Do I need to go and relocate the plugin forum?

What am I supposed to open them with? I tried Internet explorer, (It was reccomended) and internet explorer kept blinking, trying to decide whether to work or not. It blinks so fast, and so long I keep turning off my computer, so that it will stop.

Most of the plugins are still inside the zipfiles.
That won't work.
That's why I was asking how to get them out

If you mean under Blurs, Colors, Distort, etc. I already looked

If Paint.NET was open when you put them in, close and re-open Paint.NET.
Okay, I closed and reopened Paint.NET but only 2 or 3 of the plugins came up, under effects. (All the plugins are in the folder, 'Effects'.)

Edit~ I have tried just putting them in the Effects folder, However they don't show up on Paint.Net then.

Please help? This is the whole reason I joined, was to ask this question, so can you please answer it? How do you unzip a plugin?

You were probably using them in a new layer. You can only edit things in the same layer. (i think)

Thank You, I went to a different computer and was able to download some plugins
I do not know if I should delete this or not, so I will try and put Resolved in the 1st post. Thanks!
