[Getting Started - Blurring sections of a picture]

Hello. I'm new here and not quite sure where to get started. I have a picture of a web page and the only parts I wish to blur are the text fields and text areas. Not sure how to blur just a portion of a picture.

Any help would be appreciated. Thanks.
