I need to move one of the teardrops. Is there a way to do that without starting over again?

I have been using this program for a while and have had no problems. Just recently I copied a picture on top of another, it asked do you want it as a new layer, I said yes, and it put it in the upper left corner. Typically I just drag it down to where I want it within my page, but for some reason it is no longer letting me move it. Please let me know what I am doing wrong. Thanks,
