I thought I remembered hearing that Paint.net is capable of converting an image to RGB colors. If this is possible, how do I go about doing it?

Nope.
If you need CMYK control and are not willing to spend $$$ on Photoshop, I suggest you search around for a used/older copy of CorelDRAW. (It is bundled with Corel Photo-Paint which does support the CMYK color space and should only cost you about $35.)

I read in a book on professional comic book coloring that the comic pages must be colored in Photoshop with CMYK colors. I was wondering if Paint.net is capable of CMYK.

I figured out how to use the text tool, and it has Comic Sans. So I have everything I need. Thank you to everyone who helped me.

Corel Draw comes with many fonts that it adds to your system. Paint.NET does not come with any fonts. If you want, you can go to a site like dafont.com to download fonts for use in Paint.NET. This includes Comic Sans (which comes free with Corel Draw).
I found the website dafont.com, but I can't figure out how to add a font to my copy of Paint.net.

I found out recently that Corel draw allows you to add comic book lettering to your drawings, and I was wondering if Paint.net has this feature. If it does, how do I use it, and if it doesn't, will Paint.net update in the near future to have this feature?

Sorry for asking the same question twice, I used the search function before I asked and no results came up.
