[Paint.NET is getting noticed!]

Popular Science Magazine Recently ran an article on their website about open source alternatives to Photoshop CS2 and Paint Shop Pro X. Although Gimp and Gimpshop kinda stole the spotlight in the article, a link was provided for Open Source Alternative ("A quick online guide to the best open source software.") where Paint.NET is duly listed as a viable alternative to the afore mentioned heavy hitters.

Paint.net will be one of the top discussed...has many of the powerful features including the ability to use layers.

well in paint.net u might be able to get the background black and then colour filter it to a blue-ish colour and then glow
