First of all, the Bugs & Troubleshooting section would be the place for this... :wink:
I have never seen such a thing. And I, from my limited tech knowledge, cannot imagine it comes from Paint.NET.
There is, maybe, a bug in your .NET-Framework or your entire system.
As a quick solution, you could uninstall Paint.NET (from the Control Panel), restart your PC and then try installing it again.
I refer to Paint.NET, NOT to the .NET-Framework.
Regarding the Framework, you should make sure you've installed all updates, especially the Service Packs. For .NET 2 (which is required for Paint.NET) the current SP is SP2.
