I have installed the Shape3D plugin correctly, ... other plugins work fine. However applying Shape3D to any image always results in the display of a sphere with the image wraped around it and the application Point.Net frozen.
To regain use of the computer I have to end Point.net using the End Task button in Windows Task Manager.

Have solved my problem with installing Paint.Net.
I used an MSI Unpacker that I found at the following URL to unlack the Paint.Net msi file.

The problem may be anti-virus program related.

I followed your suggestion and "repaired" .NET Framework 2.0.
Tried to install Paint.Net and received the same rejection message.
Suggestions?

Yes, i am running dual monitors and did not have the second monitor turn on.
