  1. usedHONDA, your tutorial has almost nothing to do with this effect. Try not plugging your own stuff when its not related.

    Step #4 takes the brightness of the fill color(medium gray) and uses the color of the original image (this is the basic function of the luminosity blending mode). I found that lowering the contrast all the way gives you the same exact result (it helps having both programs...). I also tried just inverting the colored layer and I was able to get the same illusion effect. Good luck. If you don't mind i might recreate this tutorial in PDN.

    I have photoshop too but I couldnt get the same effects :(

    Stare at the center and the black and white picture should turn to color. If not then u need to slow it down somehow, your on your own with that part :P
