I'm new to paint.net (and image editing in general) so this may be a stupid question, but is there any way to control the area of a bulge (or at least achieve the same effect)? i.e. alter the size of a part of the image without changing any other parts or getting an abrupt "cutoff"

Came across this question while searching for something similar (I think). I know it's SUPER old...hopefully this is still a relevant answer. I wanted to distort text so that it looked like it was on the curve of a circular shield when viewed at an angle.
The area that the Bulge effect affects (at least in 2022) will be a circle whose diameter (at a value of 100) is about half the lesser dimension (length or width) of the canvas. For best results, I recommend using a square canvas that is at least twice as large on a side as the area you want to affect.
