I want to thank you for your answers. I have now solved it with the programming language PHP and its image functions.

Hello,

is there a batch function for Paint.net? The following functions should run there:
1. create a new image in 1920x1080 px
2. drag the Insert image to the maximum image width. (Section of image does not matter)
3. image to blur 48 Setting
4. insert image and center center to maximum image height.
5. save image

I guess I don't give a batch like that to Paint.net. If you do, please let me know, someone knows a program where this function works as a batch.
