Bob there are small tools allowing this on the screen level. Google for "Windows Crosshair".

Typically you can switch on and off the crosshair with a shortcut.

Sorry Bob, there's currently no way to do that.

Are you after fixed guidelines or do you want a dynamic cross hair? The status bar does show the cursor position. Is that useful?

Is there a way of showing cross-hairs from the cursor to the rulers please? I understand that the cursor position appears on the ruler, but I would like to be able to see those lines right across the canvas.
