Alright, so I'm new here. I've started using Paint for a while now, and slowly learning the basics. Could someone explain, how to have Transparent images, keep the background of the image? Say, I have a nature background. I found an image of a transparent rainbow or something.. How would I paste that into the image - without having the transparency of the image cutting off the background?
Would it be something to do with layers?..

This is a 4 year late reply - but for those still looking at those post.
Create a new layer for the text, hold the Right button on the mouse and you'll be able to rotate like that.
