The .Net 4.0 install is only 48 mb, would it be enough to install this before Paint.NET, or does it have to install .Net 3.5?

If I try to do an unattended installation, by using the /auto, on a freshly installed windows, it will still pop up a message: "The following will be installed: .NET Framework 3.5 SP1, Paint.NET" After the installation it will pop up another message box that asks if I want to restart windows. How can I make the installation completely silent?

I'm including paint.net in an installer and I only want to install it if it hasn't already been installed, or a previous version exists. Is it, therefore, possible to find out if it has been installed and what version has been installed?
