Today I'm doing some testing on Picassa, Gimp and Paint.net regarding Exif thumbnail. Paint.Net did not update JPG image thumbnail. In a sense that if photo editing is done using Paint.Net. The actual picture is change but this changes is not updated into the embedded Exif thumbnail. Google for Cat Schwartz to discover how this can lead to something embarrassing! Cheers! The workaround is to copy the image, paste into a new document, and save under the same name. :-) I believe Rick is working on a fix...but it might be a GDI problem.
