Reduce the size of a gif image

It can't be done. You can't reduce the size of a file without reducing quality. It's just absolutely impossible; you're trying to cram two pixels into a box made for one. Paint.NET must discard one.

Just using the Image>Resize function should give you moderately good results; about as best as it gets. Your best bet, however, is to vectorize it using Inkscape or some other vector imaging program, and scale it down there.
