It's just absolutely impossible; you're trying to cram two pixels into a box made for one. Paint.NET must discard one. Just using the Image>Resize function should give you moderately good results; about as best as it gets. Your best bet, however, is to vectorize it using Inkscape or some other vector imaging program, and scale it down there. Quote The Doctor: There was a goblin, or a trickster, or a warrior...
