Surprisingly, it was more complicated than I'd expected it to be. Here's the tut, if people want me to, I'll re-post it in the tut section later.

1. Get a new image. If you want the texture to be seamless, make it something along the lines of 800x600. If you want a border on all sides, make it something like 801x601.

2. Fill it with a colour of your choice, I used a blue from the Tango palette.

3. Resize it to 100x75 or as close as possible.

4. Add noise with whatever settings you like, preferably with no colour.

5. Resize the image back to the original size, but on the resize dialog, change the method to nearest neighbor.

6. Open a new image, 8x8 pixels large.

7. On the left hand side, draw a 1 pixel, aliased line.

8. Do the same for the top side. You should now have a vertically mirrored "L".

9. Save it.

10. Go back to the other image.

11. Add a new layer and name it Grid. Or Cookie. Doesn't really matter, I don't normally name my layers.

12. Use the Photo Flood Fill plugin with the L you just save to make a grid on the new layer.

13 (OPTIONAL, but if you don't do this, don't do steps 14 and 15 either). Use the magic wand to select this grid.

14. Go back to the bottom layer.

15. Press delete. Not backspace, delete.

16. Go back to the top layer.

17. Make your primary colour white (and secondary too, if you want to be safe).

18. Use BoltBait's outline object plugin at maximum strengh and 1 pixel.

19. Press F5 and change the layer to overlay.

20. Flatten and you're done!

There you go, a nice texture in just 20 steps! Of course, this is just the start. You can add all sorts of adjustments such as contrast, brightness, saturation, and if you don't want your texture to be seamless, you could add a vignette as I have.
