is there any way possible to create a drop down menu or drop down box in paint.. kinda like we do in excell?

Not that i know of, creating drop downs is a coding issue. The easiest way to create a drop down menu is probably note pad, with this code.

I'm completely perplexed how you went from Paint.NET to writing HTML code.

ruddme asked if Paint.NET could make drop-down menus. k.digennaro said that they could not, and if ruddme really wanted to, he could make them using JavaScript. I noticed that k.digennaro made the tags uppercase (e.g. "

") and informed him that ruddme may want a XHTML compliant code.

Heh.

Paint.NET is not a web page editor.

The Doctor: There was a goblin, or a trickster, or a warrior... A nameless, terrible thing, soaked in the blood of a billion galaxies. The most feared being in all the cosmos. And nothing could stop it, or hold it, or reason with it. One day it would just drop out of the sky and tear down your world.
Amy: But how did it end up in there?
The Doctor: You know fairy tales. A good wizard tricked it.
River Song: I hate good wizards in fairy tales; they always turn out to be him.

Paint.NET cannot create anything interactive.

Paint.NET cannot create "interactive documents" ... and, for regular static images, it does not unfortunately have the ability to render a combobox (or other UI controls) into an image. Your best bet is to take screenshots and paste them together to create what you want.
