You're going to need to be a lot more specific. What effect in particular are you wanting? Also, please change your thread title; it is EXTREMELY ambiguous. (See the rules, #6)

There are a number of blurs which could give you the effect you're looking for...motion blur & zoom blur for instance...there's also a plugin called focal point you could try.

let your fingers do the walking and try search, and check those items out and it should help give you ideas

Use the cut out image tut viewtopic.php?f=15&t=4841

to cut out whatever you don't want blured, Ctrl+X add new layer Ctrl+V

Go back to the 1st layer, blur the back ground.

Done.

Edit: BTW, the photo was taken like that, not edit.

I'm not sure that method is going to give you the same background in the parts that are blurred. I think that it's not edited, but that the picture is just that way. I guess you could use the clone stamp to recreate the background. Good luck
