You can find many tutorials for Vista-esque icon design, even XP icons can aid you in icon design... XP icon designing; an example Vista icon design tutorial. And there are more like those. I have not personally tried the above links, they were the first I could put my hands on, but with more careful thought and a bit of searching, you could find invaluable resources for this. Most tutorials are easily translated for Paint.NET, so do not panic if it mentions Photoshop or GIMP as a requirement. If, however, it mentions vectors and vector editing, as most will attempt to direct you to, Paint.NET can not handle these, only bitmaps, so try Inkscape for free vector design.
