The Doctor: There was a goblin, or a trickster, or a warrior... A nameless, terrible thing, soaked in the blood of a billion galaxies. The most feared being in all the cosmos. And nothing could stop it, or hold it, or reason with it. One day it would just drop out of the sky and tear down your world.
Amy: But how did it end up in there?
The Doctor: You know fairy tales. A good wizard tricked it.
River Song: I hate good wizards in fairy tales; they always turn out to be him.

If you look in the "Effects" menu, under "Photo" there is a "Red Eye Removal" effect.
To further what Deborah has advised, this Help page will instruct how to use it: http://www.getpaint.net/doc/latest/en/E ... EyeRemoval.

I do apologise if this seems patronising, after all, it is a reasonable self-explanatory effect to use. Although, we have seen people (CNET reviewers, for example) who seem incapable to use it correctly, or not as efficiently. The above page will detail its use for the most optimum results possible; it does differ slightly in application from the more common red-eye removal tool in other graphic software.

:)
