Moving all layers without flattening?

I believe he wants to move the images on all layers simultaneously. I don't know of any way to do that other than flattening. Perhaps this would make a good feature request for Rick?

This would probably go with layer hierarchy.

Workaround: move the layer using Layers > Rotate/Zoom's Pan function. Then go to the next layer, hit Ctrl+Shift+Z, and then hit okay.
