Do a mandlebrot fractal (effects->render) and then an outline (effects->stylize) or emboss (effects->stylize). From there just play around with various settings and effects. I tried messing around with the fractal settings but it always ends up covering most of the canvas. Wouldn't look right to have the entire surface coverred by craters.
