i need help making a dress

I'm designing a dress and i would like to have it on my computer, but i don't know how to actually make it.

so how do i get the skirt to look like its flowing?

Something like what I did on this bed-skirt?

I used a few linear reflected gradients from black to transparent to simulate the shading. Then I used MadJik's Sine Waves plugin to make it wavy.

Does that help at all?
