Plugins in Effects folder do not list in Effects/Adjustments

How the hell did all of the PDN libaries end up in your Effects folder!?

Anyways, these are the ones you need to remove:

(Just remove them, or if they're not in in the Paint.NET program files, move them there)

Reinstalled v3.2 and followed Andrew D's advice. Deleted all the dlls he maked in red. All the dlls in the Effects folder are now in the Effects/Adjustment menus and function as expected.

Question ... how did all those dlls become misplaced to begin with ... corrupted during download?

This appears rather often - and nobody knows why! :shock:

I think the best solution would be to change Paint.NET that it blocks native dlls in the effects folder from loading.

It dosen't matter, plugin's use the resource files closest to them in the directory, though because they should be in the normal directory, it causes all the plugin's to not load. They can't load as the resources are "in the wrong place".

Have you tried to build a plugin and put the export directory as the PDN Effect folder? If so, VS builds the resources you used along with them. That'll be why they appeared in your Effects folder.
