EDIT: The link you gave provides a download to Paint.NET version 3.20 final and Paint.NET version 3.22 Beta. Make sure you clear your cache (Ctrl+Refresh). Because if the website is proving faulty for you, the inbuilt updater is bound to work. Give it a go and see what happens. If that fails also, then try the download mirrors provided on the Download page; one of them have to work.
