A Strange Zoom Blur Effect

Alright, I've posted a topic similar to this before, where a grid appeared from blurring and sharpening. While mindlessly messing around, I found something new and interesting that happens. Hooray for pointlesseness:

Before Zoom Blur:

After (Looks almost like a strange Fractal - Little splits on the lines like in a Fractal Rendering):

After, with one more Zoom and a color invert:

All done with a 1 px pencil mark in the smak dead center, Dup/Merge, and Blur. No Sharpening, just with what I listed.

I left them big (sorry if too big) so that you could see the pixels very clearly.

Feel free to explain to me why this happens, I'll probably be amused, and incorporate it into something else that doesn't have much of a purpose :D[sarchasm]

You set the quality to low. Low quality does that kind of thing!

Nowhere in Nab's post say does it that he used low quality. Please don't state things as facts without proof.

Actually, this generally happens when the quality is set to high, medium or low. He could also be using the built-in Zoom blur which has no qaulity settings...

Anyway, I believe reason it happens is similar to that of Moire, although I could be wrong...
