If you search the plugin section of the forum you will find some plugins which cater for this kind of effect, or give a very close approximation to. One in particular you will find interesting is the Sparkle Plugin by kshotts, in which topic also gives a link to another, similar plugin by MadJik*. Have a look around and see what takes your fancy. Also, other effects, such as Glow (built-in), may have to be applied to reach a good facsimile of your exampled sparkle/flares, so have a good play around with them all. New topic, maybe?You could either use the Line / Curve Tool to draw the outlines and fill them in, or use a dingbat font from dafont.com or other font repositories.
