These types of tools (brush-aware effects) are things that Rick has stated may be possible with changes he plans to make to the brush system in 4.0. This is not a promise that they will eventually exist, but it may be possible in the future. For now, though, The GIMP's new website is pretty, but they hid the Windows Automated Installer download link down in the footer. You can get the Windows pre-compiled installer (bundled with the necessary GTK+ runtime environment) here.
