How can I force a move of a selection instead of a resize?

There are some cases where I need to make a very small selection of pixels and move them to a different location. Unfortunately, when I mouse over the selection even when I point to the center of the selection, the software always tries to execute a resize instead of a move. I think this is because the selection window is so small that it thinks my cursor is over a grip even though it is not.

Is there any combination of keys or commands I can use to force it to do a move? Maybe hold down and some key while dragging?

Click outside of the selection and drag there.
