There is a feature WPF which allows the developer to create designs, controls etc. XAML is the extensible markup language used for these creations. And even if you overload it for still imagery there is no correspondence between what it can do and what Paint.NET can do. WPF is essentially vector based, while Paint.NET is raster and layer based. There could be profit from using WPF to do some rendering in Paint.NET ("Effects -> Render -> XAML", anyone?), but any conversion the other direction is just not going to be possible or useful.
