Request for a Wind Effect Plug In.

I've searched for a wind effect plug in and I haven't found any. I need this to make a cool looking ICY text as shown in this photoshop tutorial.

I'm no good with computers, or programming, or even Paint.NET for that matter. But if someone could make this plug in it would be extremely appreciated!

edit: now that it loaded, it looks to me like it can be done, with a combination of pyros gradient bars, frosted glass, and some curves, although it will not be the same as the example it should work

I do'd it, errr did it. Gradient bars and what have you, but I suppose you might be able to achieve a similar effect using jitter.
