Problem Installing Paint.Net after uninstalling previous.

I recently removed previous Paint.Net programme to re - install the new 2.5 version. When I went to install I got message 'Fatal Execution Error (0x7927e03e0) I have been informed that this is probably caused by the loss of some of Net. Framework 1.1. I removed the rest of Net.Framework 1.1 and tried to re - install Net. Framework 1.1 Redistrutable only to find error message 'The feature you are trying to use is on a network device which is unavailable. It then suggests entering an alternative path to a folder containing installation package tmp6D.tmp. When I clicked 'Try Again'. I got message 'The path c:\DOCUME~1\Owner\Locals~1\Temp\tmp6D.tmp' cannot be found. This is sending me crackers. Microsoft have stated that they cannot resolve the problem 'Fatal Execution Engine Failure' although it is mentioned on their Site. Does anyone know how I can resolve this problem and get the Framework restored and also Paint.Net. I need an Idiots Guide as I am one of the elderly Dinosaurs and not a P.C. Professional.
